Size: Maybe a quarter inch
I don't even know where to start with this one. It was very small and hard to see, let alone photograph. The picture isn't the clearest, but does show distinct yellow and black markings. It appears to be a fly, but it was so small it's hard to tell. It was moving around quite a bit on the leaf that it was on. Sorry, not sure what kind of plant, but the leaf was low to the ground. Any help would be appreciated.

Moved from Frit Flies. Perhaps a Liriomyza. Note that costa extends to wing vein M.

Chloropidae
The family is easy to tell, it is a Chloropidae, with the flat yellow head, small size and coloration...But the genus or species are very difficult to tell...
