Winter Bug 1

Winter Bug 1
East Palestine, Columbiana County, Ohio, USA
January 13, 2013
Size: 2mm
This insect came to a black light on a warm January night.

Feet
The key I have uses fine details of the legs. If you have a closeup of the "toes" that might help.

Wood Midge
Are these the insects known a noseeums?

Nonbiting
These flies don't bite. Noseeums are (usually?) Ceratopogonidae, mostly Culicoides.

Winter Midges
Do anyone know where these winter bugs go when the temperature drops? I photographed 4 different kinds on a warm night, but the next night was well below freezing. Do they freeze up or go into some kind of hibernation?

Don't know
The general subject of animals in the winter is covered in Winter World(1) but I don't recall anything about insects that are active one day and then it freezes hard the next.
