coccinellid
I'm pretty sure it's a coccinellid larvae, but I don't know what species. One of the smaller beetles. It appears to have mandibles, which disqualifies him as an aphid.

i use to know what this was
but i forget... if I recall correctly it related to Don King

I see the resemblance:-) But seriously...:-) I think this is a woolly aphid of some kind. You might look in the tree above the spot where you found this one and see if there isn't a whole colony there. The 'hairdo' is composed of waxy filaments secreted by the insect to prevent dessication, and to be unpalatable to predators that don't like cotton candy:-)
