Neoclytus.
Pretty sure this is Neoclytus mucronatus. There should be a pair of very obvious spines at the tip of the hind femur if that is the case.

I collected a nice series in Cincinnati once, as they were swarming over a big limb that broke off an oak tree during a storm. Glad I got to it before the park workers could cut it up and cart it off!:-)
