My first impression from the thumbnail was Elachista, but the raised wing tufts and the banded antennae seem right for Mompha. I don't see a match on BugGuide though.

Mompha sp.?
This looks somewhat similar to examples in Mompha but it's odd how the palps curve inward like some to the species in Tineidae.
