Not Culex, as that would have a blunt abdomen. This one is a darn good candidate for Ochlerotatus dorsalis, Oc. stimulans or Oc. fitchii, although the picture is not very clear. That amount of light scales ventrally on the abdomen is very compelling.

 
narrow basal bands on hind t's?
i would go for Aedes vexans. besides the leg banding, the lateral view of the abdomen is clear. check the other photos in the guide, Jacob and see what you think.
