Paper wasp.
This is a female paper wasp (despite being social, paper wasps don't have true "queens"), and probably the species Polistes fuscatus. Nice image.

 
How would you feel about
(Polistes dominulus) European Paper Wasp since I have several of those from the same location and date?

I think that Eric is right. This one doesn't look like the European paper wasp at all.
