On Quercus lobata, this reminds me of the undescribed leaf gall in Ron Russo's Plant Galls book on pg. 171 or seen at Joyce Gross's site here - http://bit.ly/ZHTv0K , but this has a different warted texture. Is the the wasp (?) in the second picture at all connected with this or just caught in the picture by chance?

Interesting that there's a cynipid wasp wandering around on the leaf. Unfortunately I'm not sure what made these galls. They look a bit like mite galls. Russo (2006) lists a similar mite gall but on douglasii not lobata. They could be cynipid galls though. These are definitely not the gall in the image on my site you link to.

Can you cut open one or two of these galls and see what's inside? You might need a microscope or hand lens. Is each gall equally rounded on both sides of the leaf?

Keeping an eye on any leaves that look like this and seeing how large the galls get and whether or not exit holes appear would also provide additional information.
