Definitely Dermacentor,
I have personally collected and identified samples of Dermacentor variabilis from Latah Co., Idaho, adjacent to Whitman Co., WA, and most likely these photos also represent D. variabilis. A really definitive species ID requires a close up of the spiracular plate found on the side of the tick, posterior to the hindmost legs.

I don't know much about ticks, so didn't realize it was important to get the spiracular plate. I have posted another image which shows it as well as I got it.

Confirmed that this is D. variabilis, well outside of its traditional range.
