I agree: Sphex.
This is most likely a male Sphex pennsylvanicus (pennsylvanica?).

It's really hard to decide. I've looked over the links for both and one of the descriptions stated that the wings of the Sphex are bluish and the body is black which is true for these photos.

all of the Chlorion aerarium i have seen show up very blue in the sunlight... however, i do not know that to be true of everything in the genus Chlorion. i still put my money on Sphex, for what it is worth. perhaps someone will give you a second opinion for good measure.
