determination
The species is Thereva fucata Loew, and it's a female. I've seen a few shots of it by others... nice picture!

Family Therevidae (Stiletto flies)
And it seems to be in the genus Thereva! There are already pictures of this family in the guide, so take a look at them for comparison!
