I just saw a tiny light insect that flew like a bombyliid, landed on a small Milk aster (Stephanomeria virgata). My wife held the stem to prevent the wind from waving it.

Wing venation, antennae, long 'tongue', all seem to point to the Phthiriinae subfamily of the Bombyliidae.
Moving to subfamily, perhaps someone can come up with the genus.
