I would say so, a male
The orangey antenna tips give a little bit of pause, as they are usually dark on males that far east, but I don't trust this as a reliable distinction (they are commonly orange in the South and West, and I suspect occasionally can vary everywhere). In that location you shouldn't have any of the look-alike species.
