Euodynerus castigatus rubrivestis (FL)
I can now provide a name fot this species. Rubrivestis is the red-marked subspecies from FL and GA. Elsewhere the species has yellow markings like other Eumeninae (with some restricted red markings). Very nice shots of a rarely observed species!

Euodynerus sp. (FL)
Despite the great similarity this is not Pachodynerus erynnis (many images on bugguide). Note the large red spots behind the eyes and on the mesopleuron, which are absent in P. erynnis. I am not familiar enough with the Florida fauna to make a species ID.

the wasp cut the bag open and pull it out, or somehow coax it out the opening?

I am pretty sure the wasp cut a hole in the top. It was working a while before it pulled it out. It seemed to periodically nip around the bottom as well, but the caterpillar was pulled out near the stalk.
