They were shaped like mite galls, a swelling on a stalk or sometimes a tapering stalk.

Mites vs. aphids
The aphid galls that are small enough to be confused with mite galls have swollen tops and narrow bases, so that they're shaped vaguely like morels.
By the way, in this series I wasn't clear which of the two gall types the underside shot went with.

Don't know
I assumed all the galls on the plant were the same species. I don't think I got the top and bottom of the same leaf.

It's possible that they are the same
I only know of two elm mite galls: tall skinny ones
and little bumpy ones.
I'm never sure what to make of these in-between ones, but it's conceivable that they will eventually grow into tall skinny ones.
