what kind of insect pupa is on my oak tree branches? - Callirhytis seminator

i found 3 of these cocoons? pupas? on the lower branches of my oak tree. yesterday i also found a really skinny white worm on my hedge it looked like a pin worm. could this be a 2 lined chestnut beetle? or maybe these are unrelated insects. i am concerned that my very old oak has an infestation. there is a oak tree next door, that is completely defoliated. any help identifying? concerned for my oak tree.
