I don't have any idea what this is. I found it on Virginia Meadow Beauty, with tiny flying things on it. Are they parasites? Is this some kind of egg case?

just a guess: tabanid egg mass [w/ovipositing parasitic wasps]

Wasps…
Appears to be chalcid wasps - do you have any close-ups?

 
Close-ups?
This is as close to a close-up as my camera can accomplish. This was tiny -- about 1/2 an inch from bottom to top.

 
Re: wasp parasitoids…
Besides chalcids, tabanid eggs are also attacked by Platygastrids, in particular Telenomus which are only about 1mm in length. Certainly a possibility here.

That's definitely tiny!

i think this is
some sort of (maybe horsefly) eggs with parasitic wasps laying eggs on them.
