Size: ~1 inch long (body)
This was on a pollen covered sunflower leaf. By looking though the pictures on this site I think this is a Leptoglossus clypealis or something close. On the map of the USA I see there haven't been any reported to you from Washington State so I thought I would send this. Picture quality isn't the best. Sorry.

L. clypealis has a much more substantial "leaf" on the leg
and a thicker white zigzag - compare:



L. occidentalis has the much fainter zigzag yours has:




It may also be the only species in your state, if the info in our guide page for the genus is correct.

Western conifer seed bug.
This is most likely Leptoglossus occidentalis, a very common species in the Pacific Northwest.

You guys are great! This leaffooted bug was 10 feet up on the top most sunflower leaf and I had to balance on a stool and hold the camera up there and shoot blind. Your site has made me look even closer at the insects that have always intrigued me.
