I see two different flies which lay eggs in monarchs. This one was on the caterpillar for about 40 minutes.

Pteromalid likely…
Can't see some confirming details, but some features of this female such as the antennal length, short pronotum, and wide, cone-shaped mesoscutum are highly suggestive of this group. Pteromalids are also major parasitoids of Lepidopteran larvae.
