Ostracoda Juvenile
This looks like a juvenile Ostracod. Immature ostracods are (as far as I know) not identifiable to species level. At the earlier stages of growth, some of the important anatomical features are not fully developed. At .6 mm, this fellow is already larger than a handful of other freshwater ostracod species. Some North American freshwater ostracods can get up to 4 mm long, so it has room to grow.
