Male - Tachytes distinctus
Here are some of the key features that are visible in this guy's image:
1. - No long hairs on the ventral side of the hind femur = Pass
2. - Light colored mandibles = Pass
3. - Males with flagellum segment F1 at least 10% longer than F2 = Pass (distinctus group)
4. - Reflective pubescence on edges of scutum = Pass
5. - Slightly darkened wings with orange coloring = Pass
6. - Hind tibia all or mostly red = Pass
7. - Male with pale tergal fasciae on T1 to T4 = Pass
8. - Body size of a male ≈ 15mm = Pass
Here is a female that I already identified, from your state: ♀ (widespread)

thank you both for the kind words... i think the plant was a goldenrod that was not in bloom yet. sometimes everything works out, and makes for a nice picture.
