Adult Male!
Robert, I'm sure that your wasp is a male wasp! Can you count his 11 flagellomeres? The female's abdomens are larger or longer and the rest position is normally pointed parallel to the ground. This position is normal for a male at rest and the size is too small for a female. Here is my female's image:
