Plecoptera: Chloroperlidae...
At first the ventral side of the head threw me off. The labial glossae and paraglossae appear to be the same size in this image. But the overall gestalt of the critter, especially the wide, rounded wing buds and the short cerci are characteristic of Chloroperlidae and not Leuctridae, Taeniopterygidae, or Capniidae. Given the low magnification that the underside of the head was taken at, information from under the head in the image is unreliable. So I vote for Chloroperlidae.
