Tachina fly
I won't go so far as to say it's Tachina pennipes (the wings don't match the general description), but it's definitely a Tachina species (Order Diptera, family Tachnidae).

Tachina pennipes does look good
Description of wings from Bug Guide Info page for species:
"Wings smoky black, yellowish near body and margin transparent."
'Black' doesn't seem quite right, though, based on these two local examples.
