Looks to be a nymph of either
Looks to be a nymph of either a Smokey brown roach, American roach or an Oriental roach. Best guess is the nymph is one of the first two outdoor roaches mentioned which many people refer to as water bugs...sorry I didn't brighten the picture up to be able to give you a better ID
