Ischnura cervula?
This looks like a teneral female Pacific Forktail. Abdomen generally black, segment 8 with color but some black coming up from the bottom, segment 9 with some color on the bottom. You can see the same color pattern at the attached link, except the color has already become blue. sonic.net
