Wasp?
Mud nests tend to be wasps. I don't know what exceptions there are.

 
Too small for that, I think
Seems to be the case of a snailcase bagworm. I didn't think they would be found in Utah, but here are some in Arizona, so it seems plausible:

I followed the link on Margarethe Brummermann's page and the pictures were very similar to the little mud hut I found. I may have to go back to Pineview and search for more. Thanks Charley. Note: upon searching further I found that they are now in Utah. Here's a link to that information:
