This one is on a Goldenrod, Solidago hybrid (I don't remember the variety name).

I noticed that in the map that shows submissions, that they are all on the west coastal states. Is that indicative of the actual range, or is it just that the only submissions of this bee are from those states...

This is indicative of the actual range. Bombus vosnesenskii is found along the west coast from southern British Columbia to northern Baja California. It is very common in much of its range.
