This is some sort of cuckoo wasp, though it'd be best to edit the picture by cropping it so that just the insect shows up.

It was a very tiny wasp, barely 5 mm. It does look like a Cuckoo Wasp. I cropped the image. It was on a nasturtium leaf. Thank you.
