Gargara genistae
Gargara genistae is an European species that feeds only on Scotch broom, and has been introduced into western British Columbia with that plant. The eastern Canadian population seems to feed on willows; so the identification as Gargara genistae is only tentative. It may actually be an Asian species, of which there are a number that are very similar.

G. genistae...
...also feeds on other legume genera (Caragana, Lespedeza) in Siberia(1); Asian sp[p]. being imported to the Atlantic Coast and the one from Europe, to the Pacific sounds a bit counterintuitive, doesn't it?
