I thought this might be a Robber Fly but I'm not sure. The photo was taken in the shade and the fly was very black. At first I thought it was a spider wasp but the body shape was different and it remained very still, unlike the spider wasps.

Bibionidae
this is a march fly in the family Bibionidae (Diptera). It is a male (since it has those large holoptic eyes) and is probably in the genus Bibio
