That is almost certainly L li
That is almost certainly L litoralis. In Georgia, I find this species restricted to beaches (common) or a few river locations very close to the coast (uncommon). The Laphystia which occurs inland, L ochreifrons, does not seem to occur close to the coast, and I have only found it inland, where it is fairly common in the right habitat. So, even though you can't definitively see the dorsal abdominal pattern in this one, I think by habitat it has to be litoralis. And nice photo too!

Laphystia sp.
I love finding these tiny guys on the beach. Herschel Raney created a page which includes a key to the abdominal patterns on these guys.

It was small, but still about 12mm long. Do you think it is L. litoralis?

Quite nice
A bembecine wasp mimic, maybe? Appearance and environment seem to suggest that.
