It might be
a Variegated Meadowhawk --although I know that a Red-veined Meadowhawk can look similar.

 
S. variegatum vs. S. madidum
If the yellow spots on the lower end of the white lateral thoracic stripes aren't obvious, striped legs on S. variegatum separate it from all black legs on S. madidum

Thanks for your help and observations. I was not aware of S. madidum and thought all such dragonflies here in Orange County were S. variegatum.

(Written later)I have not found any S. madidum images in my posts here or my offline files.

 
It is a Variegated Meadowhawk
Many aloft right now, including San Joaquin Marsh, where I shot two today.
