It is a winter crane fly
in the family Trichoceridae and genus Trichocera . It is about time that this group of insect become noticable while others start to disappear. Winter crane flies form swarm in sunny days in this time of the year and will last well into February and March in our area. See also here for more info . - Chen

 
Ah, my first Trichocerid
My first winter crane fly, thank-you Chen for the ID. Now to photograph one in the snow (but I am not rushing the snow!).

 
For a real crane fly
in snow, try to find a Snow crane fly . They are wingless, easily located after a fresh snow, since they can't fly they will post for you. West Virginia would be a nice place for them. Here are more images of them . Have fun in the snowy days. - Chen
