Size: small, 5-8mm-ish
Observed the following day on the same plant. Was present for most of July 29-30: late afternoon, evening, morning, early afternoon.

This is a female Tmemophlebia (2 species in Ontario). Based on the size you provided this is probably T. vockerothi, but females of this genus are tricky to separate.
