Female Tibicen Cicada
The coloration reminds me of the T. canicularis but there seems to be a huge lack of black on the thorax.

When in doubt with cicadas, wait for Bill Reynolds to show up to give you the right ID!

 
I'm not 100% right 100% of the time :)
I appreciate your support & confidence in my "id calls", but I make mistakes. As I like to say, there is no real trespass in error, only in failure to recognize and learn from it.

I do know that T. linnei and T. winnemanna occur in this area with T. canicularis a bit more inland and to the north (PA).

All physical traits are more suggestive of T. linnei.
Longer wings, gracile, mesonotal pattern * coloration (black separating the green and fulvous areas), shiny black abdomen and the lack of the paired spots at the base of the abdomen are typical of linnei.
