Yes, it's a European Paper Wasp
Polistes dominulus. The orange-tipped antennae are a distinct feature of this species.

I thought it might be, it was in a rural setting, so I wasn't positive.

 
Male.
This specimen is a male, too (curled tips on the antennae), which are often more ornately marked than the females.
