This fly flew and landed on my graph paper, so I took some photos of it. It seemed to be encumbered somewhat by a mite and didn't seem able to stand upright. Despite this, it took off and I wasn't able to capture it.

Size?
Since you have a calibrated background you should be able to figure the size.

This is a female in tribe Tanytarsini. I have yet to figure out how to identify them from photos. Generic characters are in fine details of male genitalia. To some extent that is also true in tribe Chironomini, but at least there some genera have distinct appearance to go along with the officially sanctioned attributes.

 
5mm square
I should get in the habit of mentioning that. The squares on the graph paper are 5mm, so it looks like this one is about 3mm long? thanks for the help!
