Size: 6-6 1/2 cm?
Can't tell from this image (hand-held no flash - oops) what the tail is. Anyone know for sure?

It's a male Aeshna, with wedge-type cerci, which I believe would limit it in your area to Shadow, Lance-tipped, or Paddle-tailed. There might be some way to get it to species from this photo but I don't know of one: Tony Thomas might know.
