Identified based on other images that have been identified and commented upon by Richard and Eric. Please let me know which other images to eliminate if I am correct. This is one image of two of this specimen, and was close to this male when taken.

Polistes fuscatus, female (probably)
This female belongs to a colour phase that is extremely similar to P. metricus (I have seen many such specimens from VA and WV, some of them I found improssible to identify). Given the fact that the associated male clearly is fuscatus and that P. metricus should have more ferruginous on the scutum and propodeum I am leaning towards P. fuscatus in this case.

Will move to the correct page. As a note of interest, this female does not appear to be parasitized, as is this one taken three days later,on Oct. 19th.
