large black & white wasp, possibly yellow jacket - Bicyrtes quadrifasciatus

large black & white wasp, possibly yellow jacket - Bicyrtes quadrifasciatus
Pinery Provincial Park, Grand Bend, Ontario, Canada
July 30, 2013
Size: ~1-2cm
Observed foraging on dense blazing star in an interdunal wet meadow/grassland area at approximately 2:30pm.

Although close in appearance to some, the patterns on the terga does not seem to match any of the black & white Vespinae (e.g. blackjacket).
