Petiole
The petiole looks like that of an ichneumonid, and, of course, there are a number of kinds of wingless Phygadeuontini. The head shape seems a bit odd for a phygadeuontine, but maybe it is something like
Polyaulon
. If braconid folks don't recognize this, I suppose it would have to be Phygadeuontini.
