Appears to be a Vespid Wasp possibly in the genus Ancistrocerus. Present on a camellia bloom. Would appreciate further guidance.

Ancistrocerus adiabatus
This is a female of Ancistrocerus adiabatus, one of the most common Eumeninae in eastern North America. Look at the carina across tergite 1 (--> Ancistrocerus) and the "smiling face" portrayed by the yellow markings on the scutellum and the metanotum.

Mason wasp
Definitely a vespid, subfamily Eumeninae. Beyond that, I am really becoming leary of being more specific. Several genera all resemble each other closely, with the exception of some easily recognized species. Really great shot, though.
