Phaonia?
I had some better images of this species ID'd as Phaonia species (see http://www.diptera.info/forum/viewthread.php?forum_id=5&thread_id=4860#post_22275 on Diptera.info...

I am inclined to believe that this is Anthomyiidae

Not only is this fly from my neck of the woods, it looks extremely similar to my photo. Even down to the wing venation and the markings on the abdomen.
