Clastoptera
There are a number of similar species in CA, but not C. obtusa, which is a northern species.

Looks like a spittlebug
of the genus Clastoptera; perhaps C. obtusa, but I may be wrong.

 
Not sure
Looks like Clastoptera, but obtusa (at least the images in the guide) seem to have paler faces with more striations. It's probably too difficult to i.d. the species with just these pictures.
