Again too small of photo to tell for sure. I think it might be a male Citrine Forktail (Ischnura hastata)The dew drops make it hard to tell, but make it a very interesting photo.

I added a closeup of the head/thorax area, which might help the ID, though the dew makes it hard to be sure that the stripe on the thorax breaks up as in the fragile.
Also replaced the original; having some trouble gauging the image on my screen with what comes up after submission; usually a bit darker than I expect.
