I don't think so.........
Ps. uniformis is an eastern species - Ps. edwardsi is the western species. But Ps. edwardsi is an early season emerger - march thru early may - and seldom seen in june or later. I suspect this is one of the Dicosmoecus which are flying now. I just collected Di.atripes on the Rogue in GP but I cannot determine your species from the pic.
