I believe this is Epalpus signifer which is apparently both common and distinctive. See this image from Cedar Creek, and Tony's image (1).

Those yellow spots
Hey Joel,

This does look just like the one I shot this spring. If memory serves the spots on the abdomen are the tell-tale identifier for this species...but I am not really great with flies, so if anyone wants to correct you/us, please do:)
