It is indeed. I would go with quinquefasciatus. The way you could tell for sure is to note the shape of the light stripes on the abdominal tergites. If they are rounded posteriorly, then that's your bug.
Other common Culex in LA would be nigripalpus and salinarius, but in these two, the light banding on the abdominal tergites would not be as evident.
