This is a nice photo of Atherix, a relatively uncommon fly

Phasia?
I'm at a loss, but the eyes do look much like Phasia.

It has way too many veins to be a tachinid from what I can see. My guess is Rhagionidae.

 
Looks good, and habitat is correct.
Thanks, Keith, I think we have a match. From what's posted here, Chrysopilus might be a candidate, but certainly doesn't look identical. There's a lot of variation in these guys, right?
